No person shall tow a vehicle from privately owned property without the vehicle owner's consent unless: (1) a contract for private property towing exists with the property owner, and (2) signs are properly posted. Regulated under NJAC 13:45A-31. A 'basic tow' includes arriving at site, 15 minutes waiting time, hooking/loading, and transporting the vehicle.
